The Estonian American National Council (EANC) calls on Congress to bring the Sanctioning Russia Act to an immediate vote and urges every Member in both chambers to support it.
This bill is the moment to turn symbolic congressional support into binding law. Built on a foundation of strong bipartisan co-sponsorship and backed by the White House, it represents a rare, united front in Washington. It is also the path to the outcome championed by its chief architect, the late Senator Lindsay Graham, who led this effort and urged building maximum leverage over the Kremlin in order to make a just, lasting peace possible.
What the Legislation Does
The bill follows a simple logic: Aggression must cost more than it pays. The bill is targeted, enforceable, and costs American taxpayers nothing.
The bill:
Mandates sanctions. Targets Russia’s leadership, financial institutions, and defense industry.
Cracks down on evasions. Targets the “shadow fleet” used to bypass energy restrictions.
Holds enablers accountable. Targets countries keeping the Kremlin’s budget afloat through oil and gas purchases, while protecting partners cutting their dependence.
