SUMMARY:Atlantic Council Talk: Securing the Eastern Flank: A Baltic Agenda for 2024 NATO Summit
DESCRIPTION:In Case You Missed it\, watch the video on our YouTube page or by clicking the button below: \n\n\n\n\nWatch video \n\n\n\n\n \n\n\n\nJoin in person or online to attend the Atlantic Council’s Transatlantic Security Initiative\, in the Scowcroft Center for Strategy and Security\, for a public event exploring the Baltic states’ priorities for the upcoming NATO Summit in Washington\, DC. \n\n\n\n\n\n\n\n \n\n\n\n \n\n\n\nSince last year’s Summit in Vilnius\, Lithuania\, the security landscape in NATO’s eastern flank has shifted significantly. New defense plans and strong defense spending\, coupled with the historic accession of Sweden and Finland\, has reorganized the Baltic Sea into a “NATO lake.” Despite this major step forward for regional security\, ongoing Russian aggression against Ukraine demands a continued focus on stability. The NATO Summit taking place in Washington\, DC\, presents a pivotal opportunity to solidify allied gains made since last July and send a strong signal to Moscow amid continuing war on the European continent.   \n\n\n\nWith less than five weeks until the Washington Summit\, the Atlantic Council is pleased to welcome the Lithuanian\, Latvian\, and Estonian Permanent Representatives to NATO for a discussion exploring Baltic defense priorities and views on the future of NATO beyond its 75th anniversary. The Permanent Representatives will delve into the collaborative efforts between the US\, the Baltic states\, and other NATO allies as they strengthen efforts to bolster support for Ukraine and collective defense and deterrence on NATO’s eastern flank. \n\n\n\nThis event is part of the Transatlantic Security Initiative’s 2024 NATO Washington Summit campaign. For more information and updates on future events and publications\, follow @ACScowcroft.  This conversation will take place in-person and will be broadcast on YouTube\, X\, Facebook\, and LinkedIn. \n\n\n\nFEATURED SPEAKERSH.E. SUMMARY:Estonian Independence Day
DESCRIPTION:photo: www.riigikogu.ee\n\n\n\nHappy Estonian Independence Day! \n\n\n\nHead Eesti Vabariigi aastapäeva! \n\n\n\n(scroll down for Estonian) \n\n\n\n \n\n\n\nRemarks on the 106th Anniversary of the Republic of Estonia\n\n\n\nDear fellow Estonians\, dear friends\, \n\n\n\nThe importance of February 24 is not lost on any Estonian. It was 106 years ago that Estonia declared its independence in the proclamation Manifest kõigile Eestimaa rahvastele. Drafted by a committee of nationally-minded Estonians\, this „Manifest to all peoples in Estonia“ was approved during the short window at the end of WWI when Russian invaders were leaving and the Germans had yet to arrive. We are rightly proud of this bold act and of all those that followedas Estonia fought to gain and regain independence over the next century.  Estonians do not take their freedom for granted. This year\, as we enter the third year of Russia’s vile invasion of Ukraine\, historical events continue to ring loudly in our collective memory. \n\n\n\nWhereas February 24th\, 1918\, marked the birth of the Republic of Estonia\, it wasn’t until two years later\, February 2\, 1920\, that the Tartu Peace Treaty was signed to mark the end of Estonia’s War of Independence\, and in which Soviet Russia recognized the independence of the Republic of Estonia in perpetuity. The treaty has been called Estonia’s birth certificate\, and had pioneering significance in international law\, in that it cited the concept of a people’s right to self-determination\, to decide their own destiny.   \n\n\n\n\n\n\n\nSo today we celebrate the freedom and self-determination that Estonia has\, and which Ukraine is fighting so hard to keep. Let us celebrate this day whole-heartedly\, with joy and with pride in our freedom\, community\, and identity. Even under the shadow of Russia’s continuing war on Ukraine\, it is important to make space in our hearts to celebrate Estonia for all that it has accomplished\, what it continues to achieve\, and for its strong international voice in these disruptive and disturbing times.  \n\n\n\nIt is certainly troubling that the war in Ukraine continues\, and we are right to be uneasy about current events\, both in Europe and here in the U.S. We urge you to channel these thoughts into inspiration for action. We encourage you to use the privilege we have as Estonian Americans – that of using our voices and participating in the democratic process. Across the US\, a record number of Estonian Americans participated in advocacy activities during the year following Russia’s invasion\, speaking out for Ukraine and for Baltic security interests.  It is of utmost importance to continue these efforts in the coming year. So much is at stake in the U.S. Congress and in the understanding of the American people.  \n\n\n\nAs Estonians we are especially aware of the stakes. As has often been said of Baltic Americans: “They know.”  We know. And we remember. This year we commemorate 80 years since the Mass Flight of 1944\, when so many fled Estonia to escape the invading Soviet forces. Our parents and grandparents were faced with the impossible choice\, they experienced the life-altering disruption – whether they fled or were left to face the brutal Soviet regime. Our families were shattered. So many years later\, eight decades later\, even as Estonia has blossomed in regained freedom\, we as a people are still putting together the pieces of family and memory to fill in the gaps of our history.  \n\n\n\nIn Estonia\, the Mass Flight of 1944 is only very recently entering the public dialogue and national consciousness in a more open way. For many younger descendants of Estonians abroad\, the story of how and why our communities developed at the same time also remains largely unknown\, or only vaguely recalled. \n\n\n\nTo help keep the conversation going\, EANC is proud to be part of a larger commemorative project that we can all support together. A memorial sculpture and place of remembrance has been commissioned in Estonia to create a permanent reminder of the Mass Flight. This graceful and symbolic sculpture will depict the last moment of the countless goodbyes\, the last touch of hands at departure\, a moment encompassing uncertainty about the future\, no matter if you left or stayed. To be sited on grounds beside the Pärnu River\, one of the areas from which thousands fled in small boats\, this memorial sculpture is scheduled to be unveiled on September 21\, 2024.  We hope this date will be a focus for Estonians worldwide to remember and to commemorate these terrible events\, each in their own way.  \n\n\n\nAs Estonian Americans we have the privilege and responsibility to connect future generations to this story. We who have ourselves experienced or have a family legacy of the experience of brokenness\, recognize the gift of this inheritance – our story — as we celebrate EV106 and commemorate the Mass Flight of 1944. \n\n\n\nWe at the Estonian American National Council urge you to celebrate the day and share the gift.   \n\n\n\nElagu Eesti! \n\n\n\nMai-Liis Bartling \n\n\n\npresident \n\n\n\n\n\n\n\n\n\n\n\n \n\n\n\n \n\n\n\n \n\n\n\nEesti Rahvuskomitee Ühendriikides tervitus Eesti Vabariigi 106. aastapäeva puhul \n\n\n\nKallid sõbrad! Me teame. Ja me mäletame. Tänavu tähistame 80. aasta möödumist 1944. a. suurpõgenemisest\, kui nii paljud põgenesid Eestist pealetungivate Nõukogude vägede eest. Meie vanemad ja vanavanemad seisid võimatu valiku ees\, tehes elumuutva otsuse – kas põge-neda või jääda silmitsi jõhkra nõukogude korraga. Meie pered purunesid. \n\n\n\nElagu Eesti! \n\n\n\nEesti Vabariigi 106. aastapäeva puhul \n\n\n\nMai-Liis Bartling \n\n\n\nERKÜ president

SUMMARY:Applications for Returnee Support now being accepted
DESCRIPTION:Returnee support /Tagasipöördumistoetus \n\n\n\n\n\n\n\nThe Constitution of the Republic of Estonia lays down the right of every ethnic Estonian and Estonian citizen to settle in Estonia. The Integration Foundation has long supported the repatriation of Estonians who have stayed away from Estonia or were born abroad (from the age of 15) and Estonian citizens to Estonia\, paying return support to those in need. \n\n\n\nThe aim of the programme is to encourage Estonian citizens and ethnic Estonians and their descendants to settle in Estonia. It is important for Estonia that the population of the country increases on account of Estonian citizens and ethnic Estonians. \n\n\n\n \n\n\n\n\nMore info\n\n\n\n\n\n\n\n\nEesti Vabariigi Põhiseadus sätestab iga eestlase ja Eesti kodaniku õiguse asuda Eestisse elama. Integratsiooni Sihtasutus toetab pikka aega Eestist eemal viibinud või välisriigis sündinud eestlaste (alates 15-aasta vanusest) ja Eesti kodanike Eestisse naasmist\, makstes abivajajatele tagasipöördumistoetust. \n\n\n\nProgrammi eesmärk on soodustada Eesti kodanike ja etniliste eestlaste ning nende järeltulijate Eestisse elama asumist. Eesti jaoks on oluline\, et riigi elanikkond suureneks Eesti kodanike ja etniliste eestlaste arvel. \n\n\n\nKes saab tagasipöördumistoetust taotleda? \n\n\n\nTagasipöördumistoetus on suunatud pikka aega võõrsil viibinud lastega perede tagasipöördumise soodustamiseks\, kuivõrd aastatega suureneb pereliikmete arv ning tagasikolimisteenused on kulukad. Pikka aega võõrsil viibimise ehk seitsme aasta nõuet ei kohaldata kuni 40-aastastele välismaal magistri- ja doktoriõppe läbinud noortele\, et soodustada võõrsil hariduse saanud noorte tagasipöördumist ja tööle asumist Eestis. \n\n\n\n\nRohkem infot

SUMMARY:Tallinn Digital Summit 2022
DESCRIPTION:The Tallinn Digital Summit\, an annual event hosted by the Estonian Prime Minister\, will take place in Tallinn on 10–11 October. This year’s Summit will focus on delivering trusted connectivity through trusted partnerships. \n\n\n\nThe Tallinn Digital Summit 2022 will take place on 10–11 October at the Tallinn Creative Hub. The two days consist of keynote speeches and panel discussions. While the event is conducted live in Tallinn\, virtual sessions are also accessible. Register here. \n\n\n\nConnectivity is at the heart of our efforts to build a free\, prosperous\, and sustainable future that reinforces the rules-based international order. \n\n\n\nThe Tallinn Digital Summit is an annual event hosted by the Estonian Prime Minister that brings together leaders from like-minded and digitally-advanced countries\, international organizations\, and the private sector to address the most pressing issues as well as to seize the many opportunities on our road toward a connected digital future. \n\n\n\nConnectivity is instrumental to ensuring geopolitical stability\, economic and energy security\, and a successful digital and green transformation. It is now a geostrategic imperative to do business with trusted partners according to our common interests\, our democratic values\, and our highest standards—the essence of trusted connectivity. \n\n\n\nThese themes underline this year’s Tallinn Digital Summit\, an annual event hosted by the Estonian Prime Minister that gathers together leaders of like-minded and digitally-advanced countries\, international organizations\, and the private sector to address the most pressing issues on our road toward a connected digital future. \n\n\n\nTallinn Digital Summit 2021 focused on Trusted Connectivity as a shared conceptual framework for like-minded democracies to consolidate and amplify their several connectivity initiatives while also highlighting the nexus between cross-border infrastructure\, geopolitics\, and digital technologies. \n\n\n\nThis year’s Summit will focus on delivering trusted connectivity through trusted partnerships. The Summit will elaborate on what a trusted and secure digital society could look like\, as well as on concrete steps for governments\, financial institutions\, international organizations\, technical experts\, and the private sector to take to ensure our digital future advances human freedom\, human dignity\, and the rules-based international order. \n\n\n\nWe will explore the role of trusted connectivity and trusted partnerships in ensuring global stability and the resilience of supply chains\, in enhancing energy\, economic\, and cyber security\, in cooperation on digital policy and international standards\, in the development and deployment of artificial intelligence\, clouds and satellites\, digital public goods\, and Web 3.0\, as well as in the reconstruction of a free and democratic Ukraine. All this necessitates the holistic shaping of the requisite political\, institutional\, and entrepreneurial ecosystems to increase public and private investments in infrastructure and utilizing the concept of trusted connectivity to construct an architecture of trust within the rules-based international system. \n\n\n\nThe Summit takes place against the backdrop of several momentous developments. First\, many have recently introduced new connectivity initiatives\, including the G7\, the EU’s Global Gateway\, the UK’s Clean Green Initiative\, and the Indo-Pacific Economic Framework for Prosperity. Second\, Russia’s aggression against Ukraine\, in conjunction with continuing cyberattacks against vital infrastructure\, have amply underscored the geopolitical importance of values-based investments into trusted connectivity and of reducing our strategic dependencies on malign actors. We are faced with new geostrategic imperatives but also with an auspicious opportunity to enhance our cooperation in the face of shared challenges. \n\n\n\n\nRegister for more info

SUMMARY:Security and Digital Governance
DESCRIPTION:In-person event. \n\n\n\nThe Baltic nations of Eastern Europe have often been at risk from their larger neighbors. After Estonia regained its independence with the fall of the Soviet Union\, it secured the chance to determine its own future as a democracy. The Russian invasion of Ukraine has again elevated the attention to European security and particularly to NATO’s mission to deter conflicts. Ambassador Kristjan Prikk directly addressed these questions in his former roles as the Permanent Secretary of the Estonian Ministry of Defense and in the Ministry of Foreign Affairs. He will also describe Estonia’s role in NATO’s cyber defense and the campaign to counter Russian disinformation. \n\n\n\n\n\n\n\nKristjan Prikk\, Estonian Ambassador to the US\, will give his insights into Estonia’s place as a leader in digital governance and cybersecurity\, with insight into the security situation in Eastern Europe. With time for audience Q&A\, the audience will have to opportunity to dive deeper into these topics and others. \n\n\n\nThe conversation will be facilitated by Lauren Swartz\, President & CEO of the World Affairs Council of Philadelphia. \n\n\n\nWalk-ins are not permitted and registration is required.   \n\n\n\n\nRegister for “Security and Digital Governance with Kristjan Prikk\, Ambassador of Estonia” (wacphila.org)

SUMMARY:Atlantic Council Forum: ´Trusted Connectivity: Securing Digital Infrastructure´ featuring the Prime Minister of Estonia
DESCRIPTION:  \nFollowing consensus at the G7 Leaders’ Summit on countering China’s Belt and Road Initiative\, and ahead of the Tallinn Digital Summit this September\, Prime Minister of Estonia H.E. Kaja Kallas will join the Atlantic Council to discuss how the United States\, European nations\, and their respective industries should collaborate through policy\, law\, and market forces to build trusted connectivity into their emerging digital and physical infrastructure\, using the Three Seas Initiative as a foundational example. \n \n  \nPlease join the Atlantic Council for the second event in the forum “Trusted Connectivity: Securing Digital Infrastructure in an Era of Strategic Com \npetition with China\,” featuring the Prime Minister of Estonia H.E. Kaja Kallas. This event\, co-hosted by the Scowcroft Center for Strategy and Security and its Forward Defense practice area\, the Digital Forensic Research Lab\, the Europe Center\, the GeoEconomics Center\, and the GeoTech Center\, will take place on Wednesday\, July 14\, 2021\, from  2:00 p.m. to 3:15 p.m.  EDT via Zoom. To receive the Zoom link\, please register by clicking the REGISTER button above.  \nIn an era defined by both revolutionary technological advancements and accelerating geopolitical competition\, modernizing global infrastructure is not only a profound economic opportunity but also a key security imperative. The Atlantic COuncil´s June 2021 #ACFrontPage event\, featuring President of Estonia H.E. Kersti Kaljulaid and US Deputy National Security Advisor for Cyber and Emerging Technology Anne Neuberger\, introduced the concept of “trusted connectivity” as a strategic framework for democratic nations to incentivize ambitious and interconnected infrastructure projects among the private sector\, and to provide a viable alternative to authoritarian efforts like China’s exploitative Belt and Road Initiative. Yet there remain significant hurdles to implementing this framework. Technological and legal standards\, industries and the products they develop\, and visions for the future of economic vitality\, societal resilience\, and national security are not aligned among many democratic nations. If trusted connectivity is to serve as a key pillar alongside existing US and allied initiatives like Build Back Better World\, the Blue Dot Network\, and the US Innovation and Competition Act\, the United States and its allies and partners need to overcome these obstacles along the path to trusted global infrastructure. \nIn advance of the Tallinn Digital Summit this September\, Prime Minister of Estonia H.E. \nWe hope you can join us for what promises to be an important and timely discussion.  \nTo receive the virtual Zoom link\, please register by clicking the Register Now button below. \n
